Oklahoma is considering a major overhaul of its lottery system, aiming to modernize the way players buy tickets and check their numbers. The proposed changes, pending legislative approval, would introduce a digital platform known as “iLottery.” This platform would align Oklahoma with 11 other states that have already adopted similar systems.
One key goal of the iLottery platform is to help combat gambling addiction. According to Wiley Harwell, Executive Director of the Oklahoma Association of Problem Gambling and Gaming, one in four Oklahomans are at risk of developing a gambling problem, and more than 6% of the population already suffers from a gambling disorder.
The Oklahoma Lottery Commission intends to improve the state’s digital lottery experience. The proposal includes upgrades to the existing loyalty program and a more user-friendly app for checking tickets at stores. Additionally, the platform would feature a wellness program designed to help individuals struggling with gambling addiction.
Harwell expressed concerns about the growing prevalence of gambling in the state. “Most people who gamble in other ways are also playing the lottery,” he said. “If the lottery goes online and becomes more accessible, it could encourage more frequent betting.” He emphasized the need for continuous pop-up messages on the app, offering resources for players who may be struggling with addiction.
The primary challenge with gambling, Harwell explained, is the combination of instant rewards and easy access—similar to the environment in casinos. To address this, he suggests implementing features that delay the instant gratification, which could help curb compulsive gambling behavior.
If the Oklahoma Legislature approves the iLottery platform, it would allow residents to purchase tickets and scratchers directly through the app. However, it remains unclear whether the Oklahoma Lottery Commission intends to sell tickets via the app or focus solely on enhancing the ticket-checking process.
